Boring Machine ? - Well Drill ? - Water Drilling Rig

I am selling this item for $350. Im not for shure what it is. I am guessing its a Well Drill or a Boring Machine. The black wheel in photo 6, i turned it and the square metal peace sticking out the back spun, the front wheels won't spin so the pole part dont move. So the back works and the front don't work.
